Wait for the Keycloak Container to start for OIDC tests

The OidcWithDeploymentConfigTest seems to be failing more often on CI. I was able to reproduce this locally by looping the tests. It seems the issue might be that Keycloak is not fully started even though the Docker container is. fjuma1@redhat.com found a setting waitingFor(Wait.forLogMessage(".*Keycloak.*started.*", 1)). Adding this and testing it locally seems to fix the problem.
