Empty out the legacy boms

    Description

      The boms/legacy-ee and boms/legacy-expansion boms are not used for anything any more except for managing a few dependencies in testsuite/integration/legacy-*. So empty out their dependencyManagement and remove any unused version properties.

      Legacy test deps should move to a new boms/legacy-test
