restart-parent operation handlers of clustering subsystems can inadvertently start the service of the parent resource

      The restart-parent operation handlers used by the clustering subsystems implement RestartParentResourceHandlerBase.recreateParentService(...) by installing the service from a ResourceServiceConfiguratorFactory. However, since no initial mode is specified, it is the responsibility of the ResourceServiceConfigurator to set this, otherwise, the service will be installed ACTIVE-ly and potentially force an otherwise on-demand service to start.
