Singleton deployment tests failing too frequently on CI

These tests fail intermittently, seemingly due to MSC thread starvation.
The primary observation on the failed runs is that the singleton election happens, but after transitioning the relevant deployment chain service from ServiceController.Mode.NEVER -> ACTIVE, the service does not start.
Capturing a thread dump on the new primary singleton provider should reveal the root cause.
