Remove workaround for SIFS index corruption and enable global state

    Description

      Currently, WF uses a unique location to store the index files used by the SIFS, due to failure to locate keys within the index on server restart.
      This workaround prevents us from enabling Infinispan global state, which is required for advanced use cases, e.g. counters, locks, etc.
