Upgrade to Hibernate ORM 6.1.3 (when available)

https://hibernate.atlassian.net/browse/HHH-15371 (Envers failure when run under SecurityManager) will be fixed for the Hibernate ORM 6.1.2 release. We should upgrade to Hibernate ORM 6.1.3 (or 6.1.2) when it is released for the HHH-15371 fix and features:

• Support for sub-query in HQL/Criteria from-clause
• Store basic arrays and collections using JDBC ARRAY/JSON/XML types
• Unified mapping.xml XSD
