In WFLY-16660 I added various boms/ modules. The other modules that use those for dependencyManagement don't actually depend on those, so there's nothing ensuring they are built. This is causing issues with the Dependency Tree github actions / CI jobs.

Perhaps we could add appropriate deps to each module, but that seems like overkill, at least for now. A possible workaround is to add them to the specific modules that dep-diff-pull_request.yml is building (or to their parents.)

At some point we may want to reorganize the source tree away from the current flat model to make it easier to apply these kinds of settings. For example, group the production code under the relevant feature pack.
