Migrate all legacy ContextHandleFactories not in EE subsystem

    Description

      We should migrate all legacy ContextHandleFactories on subsystems other than EE (which all factories have been migrated already), to use the new EE10ContextHandleFactory API. Once all done replace the legacy ContextHandleFactory API with the new one, no need to keep both.
