Add legacy bom dep mgmt entries for javax.* stuff currently defined in the WF Core bom

    Description

      To allow WF Core to have it's own 'big bang' we need full WF to stop depending on its pom to define dependencyManagement for items used to build full's legacy javax.* namespace modules. Full should define those itself.
