Create a wildfly-client-all-jakarta module

For WFLY-16606 I need an EE 10 client jar, plus following the big bang and until we move the primary source to jakarta.* it will be weird / possible point of confusion to have wildfly-client-all be EE 10 while the rest of the regular maven modules are EE 8. So for now create a separate maven module and update the WFP galleon package to install the right one.

I'm going to put it under ee-9 to keep it with the other stuff we'll review following the big-bang.
