LayersTestCase should execute jpa-distributed-provisioning-test and all-layers-jpa-distributed-provisioning-full in the ts.ee9 profile

LayersTestCase currently turns off the jpa-distributed-provisioning-test and all-layers-jpa-distributed-provisioning-full executions in the ts.ee9 profile. I don't recall why that is but there doesn't seem to be a reason for it now.

Turning those on will allow us to have confidence the test will pass once the wildfly-ee and wildly FPs move to the jakarta.* namespace deps.
