Following on WFLY-16560, migrate the content in servlet-feature-pack/common, ee-8-api etc into the equivalent maven modules under ee-feature-pack.

Some care is needed here, particularly with the galleon stuff, as in some case the ee-feature-pack stuff or the ee-9/feature-pack stuff may be overriding the servlet-feature-pack stuff. Perhaps not any longer, as much of that was related to legacy security, but it did in the past and bit and pieces of that may still remain.
