Domain transformation and legacy parsing compatibility for change default workmanager elytron-enabled value

WFLY-16478 changed the default value of the JCA [distributed-]workmanager elytron-enabled attribute. Mixed-domain transformation to handle this is needed, plus parsing of configs using previous versions of the subsystem XSD should use the old (false) default value of the attribute if the attribute isn't specifically configured in the xml.
