It appears that we need two layers – singleton-local and singleton-ha – even though the 'singleton' subsystem configuration would be the same referencing the 'server' cache container, for non-HA profiles the 'default' cache is a 'local-cache', while for the HA profile the 'default' cache is a 'distributed-cache'.
