Temporarily ignore the OIDC tests

    Description

      The Keycloak container image was recently updated to make use of Quarkus.

      For some reason, this has started causing the OIDC tests to fail since the Keycloak instance required for these tests can no longer be started.

      We should temporarily ignore these tests while we figure out what changes are needed to get the Keycloak instance starting properly with version 17.0.0.
