Remove JaccInitializationTestCase

All of JaccIniitializationTestCase's methods are currently ignored and if they were re-enabled they would be pointless. They tested whether switching back and forth between legacy JACC and Elytron JACC would correctly trigger restart-required, but there isn't any legacy JACC any more, and manipulating elytron JACC doesn't do anything interesting with restart-required that needs testing.
