Incorrect host-excludes definition for Open Telemetry

Open Telemetry is an extension distributed by the ee-galleon-pack, however, it is incorrectly defined as an extension only available via galleon-pack at the HostExcludeTest case.

That is giving us a false negative at the test suite and prevent having a correct host-exclude definition for a server built from the ee-galleon-pack.
