Move quickstarts parent to separated GitHub repo

The Quickstart's parent pom should be moved out of quickstarts repo, to its own repo, allowing its own release cycle, which resolves the common issues with the usage of a under development quickstart, on environments such as Openshift and CodeReady Workspaces.
