Remove the javax.jms.api dependency from the org.apache.qpid.proton module

https://github.com/apache/qpid-proton-j/tree/main/proton-j does not use javax.jms but the org.apache.qpid.proton module.xml declares a dep.

If there's a strange classloading reason why there's a classloading dep, then add a comment to the module.xml to explain.

I've failed this as part of trying to get resolution to libs discussed on https://docs.google.com/spreadsheets/d/1TekfyRb2UBCLqsPQ83WTg8XOw9qwuHVSh-xk2VEdFvk/edit#gid=0.
