Most of our test of jboss-service.xml deployments focus on sar archives. But those descriptors are allowed in other deployment types as well, and such usage may trigger call paths that are otherwise not exercised. For example ParsedServiceDeploymentProcessor reads the SetupActions attached to the deployment context under org.jboss.as.ee.component.Attachments.WEB_SETUP_ACTIONS and then MBeanServices does things with them.
