Update to Weld 3.1.7.SP1 and 4.0.1.SP1

There was a small release to address some class defining issues on JDK 11+ as well as undertow servlet cooperation. See http://weld.cdi-spec.org/news/2021/04/14/weld-401SP1-317SP1/
