Turn off subsystem tests when the ts.bootable.ee9 profile is used

When -Dts.bootable.ee9 is used to run the testsuite, all the subsystem maven modules have their testsuites run. This is pointless as those modules do not run differently based on that profile and are already tested in other CI jobs.

When ts.ee9 is used these do not run. Apply the same handling for -Dts.bootable.ee9.
