Adjust the legacy feature packs to match the markup generated from the Galleon feature packs in order and defaults

This task is meant to initialize some defaults on the legacy feature pack templates accordingly with the configuration generated by the Galleon feature packs. This will help out when we are comparing the configuration generated by the two feature packs.
