The testsuite/layers tests should be individually launchable in a manner consistent with other non-smoke testsuites

Users should be able to

mvn install -Dts.layers -rf testsuite/layers

or

mvn install -Dlayers.module -rf testsuite/layers

I guess the latter is a newer property that does the same as the former.
