Weld subsystem should declare a capability

    Description

      Allow other capabilities that require weld to declare that, and thus help Galleon to ensure it's in the config.

      Also lets other capabilities that have optional functionality to check whether the weld capability is present and thus not enable that functionality if it's not. That allows classloading dependencies to be optional.
