Clean up the legacy subsystem dependency trees

      The legacy subsystems have a lot of unnecessary dependencies in their poms and their module.xml.

      They mostly should just rely on org.jboss.as.controller and org.jboss.dmr. Perhaps org.jboss.as.cli if they provide CLI commands.
