add support for skipping paths that don't exist in the target when applying patch

    Description

      There are certain paths/locations that might be missing in the target installation but still included in the patch (e.g. docs, appliclient, etc).
      There needs to be away to indicate that certain paths if not present can be safely skipped when applying a patch instead of failing the patch altogether.
