Decrease Patch Size Per CP

Currently, patch size grows a lot per CP because each CP carries full prior CP builds along with itself. In 3-5 CP releases, a CP release becomes larger than the GA. A CP should understand the full diff of changes such that intermediate duplicates can be eliminated.
