If security manager subsystem fails to start (f.e. because of usage of invalid property), permission that are configured in in are not applied to the deployments. This is not immediately visible though, because the rest of the server starts normally. Permission check failures may be seen later but no information in log indicates that this is implication of security-manager failure.
