Add XMLAttributeGroup support to XMLElement

      Currently, if the same set of attributes are used by multiple XMLElements, they must be added separately.
      An XMLAttributeGroup would represent an xs:attributeGroup, allowing a set of attributes to be associated with multiple XMLElements.
