ServerController's startInAdminOnly and startSuspended both set the Server instance's 'startMode' field, but that field is ignored in 'start' when 'isBootableJar' is true.

It seems like 'start' should fail in these cases. The test author indicated expectations and the test server is not meeting those expectations.
