Let's do this in 2 phases:

1. SubsystemTransformerRegistration should extend FeatureFilter
   This will provide sufficient context to subsystems to be able to register transformers specific to a given target version/stability
2. Add support for transformer filtering within TransformationDescription.Tools, which will require a number of backwards compatible API changes to:
   1. ResourceTransformationDescriptionBuilder
   2. AttributeTransformationDescriptionBuilder
