When looking into WFLY-19696 I saw that that the standalone/domain.sh support for configuring JBoss Modules via the MODULES_OPTS env var isn't applied to other scripts that launch modular processes. Just for the sake of consistency it seems good to add that. For jboss-cli.sh it's got a greater potential to be useful due to the embedded server support.
