ServiceDependency interface is missing QuaternaryServiceDescriptor factory method

WFLY-17451 will add WildFly's first capability with 4 dynamic name component, which prompted creation of a QuaternaryServiceDescriptor. However, I forgot to add methods to handle a QuaternaryServiceDescriptor to the ServiceDependency interfaces.
