    Description

      If capabilities required to initialize the server are missing, the OperationContextImpl.validateCapabilities method does not set an Exception. This allows for tests running in admin-only mode to ignore the failures, but in normal mode, an attempt to check the error will fail, potentially causing an unintended exception (see WFCORE-6090).
