relative-to="jboss.domain.base.dir" is not set correctly

If the customer uses the attribute "relative-to="jboss.domain.base.dir"" in "host.xml", the path is incorrectly configured.

It is supposed to have the same value as the system property "jboss.domain.base.dir" but somehow the value becomes "jboss.domain.base.dir/configurations".

Note: the same attribute can be used in "domain.xml" without any problem. This problem only occurs when using in "host.xml".
