BootableJarCommandBuilder sets modular options

Although a Bootable JAR instance handles the modular options in its manifest, the launcher sets them. This could hide issues in the Bootable JAR manifest.

The launcher is used by tests, the Bootable JAR Maven plugin and Arquillian container.

It seems safe to remove the launcher logic, Maven plugin is bound to a Major version of WildFly.
