Support a custom expression resolver backed by a credential store

WFCORE-4360 added support for an expression resolver backed by a credential store.

However, as mentioned in the analysis for that RFE, custom expression resolver implementations were outside the scope of that RFE.

This RFE is to add support for custom implementations which reference a credential store.
