HostControllerBootOperationsTestCase is failing intermittently with the following error when security manager is enabled:

The problem is the test is trying to read the server state but the server has been already registered in the domain and at that moment it is still starting.
It could occur when the read operations take more time than the byteman rule that is delaying the server registration.
