DistributableWebDeploymentProcessor should run before ModuleSpecProcessor

The distributable-web subsystem would like to add module dependencies based on deployment state not available until the Phase.DEPENDENCIES.  This means reordering its DUP to run before Phase.CONFIGURE_MODULE_SPEC.
