Move dependency managment under separate bom

    Description

      Currently we manage all version in our parent pom, but as there are many users that need to consume dependencies and versions of wildfly-core we should extract dep mgmt into separate bom so it is easier and cleaner to import all deps that widfly-core uses / provides
