    Description

      I have server built from WF master and I noticed that domain boots with empty host config file.

      WF 11 fails with WFLYCTL0085: Failed to parse configuration for the same case.
      I filed it as Critical because it's regression, but not really in too bad way.

      Is it intended behavior now? If yes, where is this change tracked?
