Auto-remove lingering deployment unit attachments following singleton deployment primary->backup transition

Not every DUP properly removes deployment unit attachments on undeploy. To ensure that singleton deployments can restart the deployment chain, we should auto-remove any lingering deployment unit attachments when the DUP chain is restarted.
