Intermittent failure in DomainGracefulShutdownTestCase

      Intermittent failure, e.g.

      Test history shows a couple other failures.

      Looking at the server logs for that failure, I see this in the main-one log:

      Note the "Skipping request 3" line – so that request was received.

      The client side failure though was as if the connection was refused:

      So, perhaps:

      1) A race, where unblocking the suspend resulted in the service stopping and the fake undertow going away before the response went out? With the client interpreting that as a connect failure? We've had plenty of those kinds of problems with management ops when we reload/shutdown the server.

      2) The SuspendResumeHandler doesn't actually write any response to request 3, so maybe that's a problem? This seems unlikely, and if it were a problem I'd think it would be consistent.
