Remove compile time dep from cli module to process-controller

EmbedHostControllerHandler is importing CommandLineConstants from the process-controller module in order to pick up a couple string constants. I want to eliminate this link from the client side modules to the server side modules.

Plus the same strings are directly included in the class elsewhere.
