Introduce byte and codepoint iterators from Elytron

    Description

      This is a proposal to move the ByteIterator and CodePointIterator classes out of Elytron. They are non-public in that project and there is a resistance to making them part of the public API due to their general-purpose nature. But they're a good fit for this project.
