The ServerSetupTask's that use the ServerManager.reloadIfRequired() should pass a timeout

      Currently the ServerSetupTask's that use the ServerManager.reloadIfRequired() use the no-arg method. This defaults to a 10 second timeout on a reload. In most cases this is okay. However, when debugging this isn't always enough time. A timeout should be able to be set.

      It's possibly this could be set in the container configuration, which we should do. We could also allow for it to be overridden in with a system property.
