There are some utilities we have duplicated across various projects for testing. For example the ServerSnapshot is in WildFly, WildFly Core and RESTEasy. There has been some effort to remove the duplicates in WildFly that exist in WildFly Core, however having a common place for these utilities likely makes sense.

The new module should not have any Arquillian or test specific, e.g. JUnit, dependencies. Having a Shrinkwrap dependencies seems okay as that is not tied to a specific test framework.
