Within HttpContextLifecycle, the @Initialized (and other similar) events are fired in a synchronized block. However, the Startup event doesn't follow that rule - we should unify that.

Same goes for the Shutdown event.

The event firing for non-web modules (done in WeldStartup is already unified for both events.
