Update CI setup

We should update the CI setup to be primarily testing on JDKs 17 and 21.

I am not sure if we can retain JDK 11 given how many specs moved past that - IIRC the compiler target is still set to 11 and that might work but we'd still have to build with 17; worth double checking.
